2015 in the Rear-view Mirror …

Should 2015 be identified as the year of multilateralism? Despite the multitude of crises facing the West throughout 2015, the signature of three major multilateral agreements was not only meaningful, but will contribute to the shaping of world politics well beyond 2016.

2015, or the Year of Multilateralism

Could 2015 be seen as the year of multilateralism? Even if this question seems quite absurd considering the succession of negative news from terrorism, to economic slowdown, racism, populism, so on and so forth. But looking back, 2015 was to some extent the most promising year in recent years in getting regional and global leaders around the table and having them signed important documents. Three highly impactful agreements ought to be reviewed.

World-Climate-Summit-bannerFirst, the Paris Agreement of December 12, 2015 ought to be number one on the list. Yes, climate change is a reality. Yes environmental destruction is the greatest threat facing humanity. If polls, like the recent one produced by the Pew, show that Euro-Atlantic citizens feel that terrorism is the greatest threat to their security, they are certainly looking at it from a narrow angle. If ISIS has demonstrated to be effective at slaughtering unarmed civilians drinking coffee and listening to music, it does not represent the existential threat that climate change presents.

The Paris Agreement (which will only come into force once signed by the Parties on April 22, 2016 and ratified by 55 Parties) is more a political victory than a great climate deal. The political victory comes as the developed and developing nations have finally been able to agree on a global agreement. For instance, the World Trade Organization (WTO) is unable to get its Doha Round anywhere and most of the global initiatives are going nowhere. But in Paris, world leaders were able to show unity for a cause. However, the document falls short as there are no enforcement mechanisms in place in order to penalize states that do not comply. The European Union wanted a binding treaty with serious teeth and got instead an Agreement pledging to limit GHG emissions in order to maintain global warming below the 1.5 degrees Celsius target and a 5-year review of national progress and target readjustments. More work needs to be done domestically in order to transform current models of production and ways of living, especially in the US, India, China and the EU, but it is a good starting point.

The second major success for multilateralism is the Nuclear deal with Iran. After almost a GTY_iran_world_leaders_ml_150402_16x9_992decade of negotiations initiated by the EU (remember the EU3+1?), the US under the leadership of its Secretary of State, John Kerry, was able to come to an agreement on the nuclear negotiations with Iran. If the US and European nations were quick on framing it as a political victory, such deal would not have been possible without China and Russia. Both nations were central in order to have Iran signed the deal.  If the Europeans were on the side of the Americans, it was quite uncertain throughout the process to count the Russians and Chinese in. But Russia has appeared as an important partner. For instance, on December 29, Iran shipped more than 11 tonnes of low-enriched uranium to Russia. But the deal came through and is, as the Paris Agreement, imperfect. At least, it permits to relaunch diplomatic relations with Tehran and re-includes Iran as a member of the international community. Some of the sanctions will be lifted, permitting Iran to sale its crude oil starting next year, in exchange for a discontinuation of the nuclear program.

The third major agreement is the signature of the Trans-Pacific Partnership (TPP). Since the collapse of the financial markets in 2008, which have caused an economic decline of the US and its allies and seen the rise of China, the US has initiated two major trade agreements: one with its Pacific partners (Australia, Brunei Darussalam, Canada, Chile, Japan, Malaysia, Mexico, New Zealand, Peru, Singapore, United States, and Vietnam), the TPP, and one with its European allies, the Transatlantic Trade and Investmenttpp eng Partnership (TTIP). If the negotiations with European partners on the TTIP are still ongoing (read here a book on the topic), a result for TPP was finally reached in October 2015. In a document released by the Office of US Trade Representative, it is argued that “The result is a high-standard, ambitious, comprehensive, and balanced agreement that will promote economic growth; support the creation and retention of jobs; enhance innovation, productivity and competitiveness; raise living standards; reduce poverty in our countries; and promote transparency, good governance, and enhanced labor and environmental protections.” Regardless of the supports for such trade agreement, the TPP will have undeniably major impacts on regional and global economic and political relations. The US is solidifying its position in Asia and diplomacy is playing a big role in promoting cooperation. However, one question clearly remains: should have China been included in such deal?

Notable European Leaders in 2015

A paragraph could have been written on each of the 28 European leaders. But this piece focuses only on three EU leaders.

François Hollande, President of France, could very well be at the top of European leadership by the way he has maintained his position at the helm of France under such 98cebbe6a5319916285991f0e66baa545b8bf9bddegree of threats and instabilities. Economically, the French economy is not picking up. The French GDP growth is of 0.3% in the last quarter of 2015 with an unemployment rate of 10.6% illustrating a situation of stagnation and difficulties to draft and implement meaningful structural reforms. In addition, his approval rating in 2014 and early 2015 was around 13%, the lowest for all Presidents of the Fifth Republic. In the middle of these domestic turmoils and failed reforms, Paris was struck twice by terrorist attacks, once in January targeting Charlie Hebdo, and nine months later against civilians in a hipster arrondissement of the capital. Despite all these crises, François Hollande has been able to see an increase of his approval rating, avoid the take-over of regions by the Front National at the regional elections, and host one of the most welcomed global summits in Paris. 2015 was quite a year for François Hollande, whom has demonstrated serious skills of leadership against adversity. However, this is coming at a cost as he has taken a securitarian approach and is now passing laws, like the removal of citizenship, that are in complete opposition with the philosophical roots of his party (and arguably his own).

republican values, Angela Merkel has managed to maintain Germany in a sound economic direction (even though German economy is showing some signs of weakness), while becoming the emotional leader of Europe. Germany’s friendly policy of welcoming refugees was in some degree one of the most positive policies of 2015 in Europe. If EU Member States were calling for the construction of walls, use of army and other aberrations (Denmark planning to confiscate refugees’ jewelry) in order to stop the flow of refugees, Germany instead welcomed them. Angela Merkel’s decision to go against her political allies and political foundation illustrates one of the most human moves in Europe (read a recent piece here published in the New York Times). Chancellor Merkel may very well paying the cost of her actions if Germany is the target of a terrorist attack later on and struggle in integrating all these refugees.

David Cameron – The British Prime Minister was reelected in late Spring 2016 on an ultra-David-Cameron-Europenationalist and anti-european platform. Since his reelection, he has now identified himself as the British leader fighting for Britain’s national interests and integrity against the European Union. The publication of his demands to Brussels initiating negotiations in light of a future referendum about the membership of the UK solely responded to a national agenda without any clear vision for Britain’s future. Cameron is another European head of government with no long-term vision for his country and the Union. He embodies the shift of the past rights moving to the extreme without a clear political philosophy. Cameron’s polices have proven to be more based on ideology than facts.

Voices from Brussels?

What about HR Mogherini, President Tusk, President Schulz, and President Juncker? The heads of the largest EU institutions – EEAS, Commission, Parliament, and European Council – have not been that vocal at the exception of President Juncker at the ‘beginning’ of the migration crisis. The European leadership was pretty quiet throughout the year (at the exception of Commissionner Vestager going after the largest global corporations one after the other). Eventually 2016 could be the year for Federica Mogherini, whom is scheduled to release the new European Security Strategy in mid-Spring (read here an analysis on the current strategic thinking). 2016 could be as well the year for Donald Tusk, President of the European Council, as Warsaw will be hosting the 2016 NATO Summit. Such meeting in Poland will be important for two reasons: first, promote European principles and values in a country moving away from Europe’s ideals; second, it should address the ongoing regional crises from Ukraine, to Syria, to Iraq, Afghanistan and think seriously on how to engage with President Putin.

Let’s talk Schengen, and the Future of European Ideals

Most of the killers of Charlie Hebdo in January and of November 13th were European passport holders (read here an analysis on the terrorist attacks of November 13). So why should European leaders propose to close Schengen? And why would Europeans feel more secure behind national borders, when French nationals are killing other French citizens? The rationale in dismantling the Schengen agreement is quite ludicrous and ideologically-based. Schengen is one of the great European endeavors, like the Euro, that is facing serious scrutiny because of political unwillingness and reticences by the Member States to fully complete it by fear of losing national sovereignty. Today, the EU Member States, and their citizenries, can only blame themselves for having failed to complete such mechanisms in the name of national sauvegarde. The EU is facing its worst crises not because of its inefficiency, but rather because of its incomplete construction. No one should expect a sailing boat to sail without its sails.

Protecting the Homeland

Should Schengen be blamed for the attacks on Paris? Not at all. Schengen is a legal agreement not an actor. The open-border agreement was put into force 20 years ago and counts 22 EU Member States plus 4 non-EU states. Schengen can only succeed if its members are willing to guarantee that all the mechanisms are properly enforced. Not enough coverage has been done about the lack of police and intelligence cooperation between EU Member States. In order to enforce Schengen and guarantee its success, which implies national security, the Frontex agency was created, but has never been empowered or even properly funded. The best example is the border assistance program off the coast of Italy, wherein Frontex has a huge mandate without substantial human and material capabilities, as well as fund (read here a recent analysis on the Joint Operation Triton). In an interview for the New York Times, Jan Techau of the Carnegie Europe said “those trying to benefit from the situation, are trying to redefine the entire Schengen debate in a way that makes Schengen look like the culprit here.”

Schengen can only be as good depending on the protection of the European common borders and neighborhoods. EU Member States have been risk-averse for too long and have free-rided their security responsibilities on NATO. Now Ukraine is split in two and is fighting a vicious civil war. Europe let Russia took Crimea almost two years ago and has yet to fully criticized such violation of international law. In the Middle East and North Africa, Europe has not followed up on its promises and short-term engagements like in Libya and Syria. Since 2011 (in the case of Libya) and 2013 (in the case of Syria), Europe has been looking the other way and avoiding to deal with the root causes of today’s crises. Now Europe is dealing with the worst migration crisis of the 21st century, and instead of seeking to address the root causes and take a human approach to welcoming refugees, EU Member States have chosen short-termism once again and blamed the other. Only Germany and Sweden have welcomed refugees in large quantity and the rest of Europe is instead talking of building fences, selecting only christian among the Syrian refugees, and so forth.

No EU Member State, at the exception of France, has been willing to participate in the war effort against ISIS and even finding a political solution for Syria. EU Member States are incapable to think strategically and refuse to spend money in their national foreign and defense policies. Instead of building an army, why not strategically pooling ressources at the European level through the empowerment of the CSDP and military industrial production (here is the link to a book on CSDP). EU Member States, France included, rather protect one military industrial sector, for short term political gain, than really building up a common army and a common industrial military complex. If EU Member States are unwilling to go it alone or simply spend money into their militaries, then the EU alternative should be the appropriate one. What the 21st century has proven to experts and leaders is that realpolitiks are well alive and shaping foreign policy decision-making. The European neighborhoods are demonstrating the need to boost-up military capabilities in order to assure the basic security of the homeland, which most EU Member States are unable to do and provide.

Falling into the Nationalist Trap

In the whole debate about freedom, empowering the state, and dismantling the core aspects of the European Union, one player has been purposely absent, British Prime Minister David Cameron. If Britain has demonstrated warmly its support to France ensuing the attacks, Cameron has been quiet and to some extent welcoming the ideological debate about the EU and Schengen. Weeks after sending his letter to President of the Council, Donald Tusk, wherein PM Cameron is asking for less human Europe and more for a trade agreement (read here an analysis on the letter), David Cameron is simply looking at European capitals offering him what he has been asking and campaigning for: less Europe and more national power. It is very unfortunate to see these attacks against the European project and the reactions from European capitals.

The Schengen agreement is one of the greatest successes and materialization of the European project. Seeing France overreacting and shifting towards an almighty executive-power led country is worrisome. The extension of the ‘state of emergency’ for an additional three months can be explained considering the existing threats representing by ISIS affiliates in the homeland and the upcoming COP-21 meeting in December. want to see another attack during the international climate talks as it would undermine its abilities to protect the homeland and offer a primetime moment for terrorists. France is shifting dangerously towards extreme right. The call to extent the state of emergency is one thing, but closing the borders and seeking to remove French nationality to bi-nationals are straight from the Front National playbook. Not only they violate French republican values and principles, but they validate to a scared and emotional french electorate that the policies advocated by the Front National for decades are actually legitimate. The Socialist government is empowering the extreme right and could make such fascist party even more acceptable. Marine le Pen, President of the Front National, is absolutely correct when talking to the press that the current government is implementing her policies.

Intensifying the bombing over Syria and building a coalition, which has legal legitimacy after the approval of the United Nation Security Council Resolution 2249, which condemns the terrorist attacks and calls on members states to act against ISIS, are appropriate foreign policy measures. But at home, François Hollande ought to lead by empowering the existing European mechanisms, calling for greater cooperation at the European level, and sticking to French democratic values without falling into the nationalist trap. These steps would be symbols of leadership and show to Europeans and terrorists that France is not scared and feels confident in its legal and political structures developed by President Charles de Gaulle in the early years of the Fifth Republic. For the French government and citizenry, this is not just about terrorism, but as well about how France deals with the migration crisis, the euro crisis and national social tensions and inequalities. Right now, it looks like ISIS is winning and this is well too bad. François d’Alançon, a french analyst, said about the Europe ideal and project that “it’s all gone, it’s just a big fog.”

Syria – Russia Returns to the Table of Great Powers

Russia just started its airstrike campaign in Syria after approval by the upper house of the Parliament. “We [Russia] ’re talking exclusively about operations of Russia’s Air Force,” announced Mr. Ivanov, Mr. Putin’s chief of staff, “as our president has already said, the use of armed forces on the ground theater of military operations is excluded.” The airstrikes have for objectives to assist the Bashar al-Assad regime in his war against the Islamic State.

After more than four and half years of war, Syria is the home of a complex crisis seeing a war between the Bashar al-Assad regime, Syrian militias, and many terrorist networks. The Syrian war has permitted the rise of the Islamic State in Syria and Levant (ISIS), and has been costing the lives of 250,000 civilians and a million injured, displaced millions displaced, and put million refugees on the road. The Syrian civil war is taking a new turn with the direct military involvement of Russia. A simple, but yet complex question, ought to be raised: Does Russia dictate global politics in the European sphere of influence?

The Syrian Civil War

In Syria, Bashar al-Assad never lost his power. Even though the country is highly divided among a multitude of militias, terrorist networks and the al-Assad forces. The interesting case of Syria is that the West did not see coming the fall of Mubarak and Qaddafi and wanted to be proactive in the fall of al-Assad. In September 2013, the West was trying to build a coalition in order to start bombing Syria and the al-Assad forces after he was found guilty of having used sarin gas against civilians. still are, avoiding the launch of airstrike against Syria’s al-Assad: Russia and Western public opinion.

Vladimir Putin has played an important role in sponsoring the al-Assad regime through military and financial assistance. Putin’s rationale is that the Assad regime is a better alternative and protection against radical Islamic groups than rebels. In the case of western public opinions, they had grown war-worn especially for the Americans and Brits both involved in Iraq and Afghanistan for over a decade. British citizens, through the UK House of Commons rejected to grant authorization to Prime Minister Cameron to participate in military airstrikes in Syria. The British aversion to use force in Syria was a powerful signal for the Obama administration, whom refused to intervene despite the fact that al-Assad had crossed the ‘redline’ in using sarin gas. Ultimately since 2013, the war in Syria has seen the rise of refugees, displaced individuals, rise of ISIS and a continuation of war without any direct role being played by the West to stop the conflict.

US-Russia Divergences

Mr. Putin has been very clear. Russia uses military force in order to fight ISIS and support the al-Assad regime. Vladimir Putin does not want to see his regional ally go and wants to maintain Russia’s influence in the region. Putin sees Russian intervention in order to stop the expansion and rise of ISIS in the region. If attention has been raised about radical islamists trying to conduct terrorist acts in Western Europe (like in Toulouse, Charlie Hebdo, the Thalys) and the US, Russia has as well been dealing with radical islamic terrorism for decades. Since being in power, Vladimir Putin has been fighting a lengthy war in Chechenya. Major Russian cities have been the targets of acts of terrorism over the years. In Syria, President Putin has played his game carefully by first bringing military capabilities, like fighter jets, in Syria at the airbase base of Latakia, in Western Syria.

In the case of the US, President Obama is neither interested in protecting al-Assad nor keeping him in power. As demonstrated by his two mandates, President Obama has been150928153854-barack-obama-vladimir-putin-toast-exlarge-169 trying to leave the Middle East and readjust American power towards Asia. Obama’s presidential promises were to end the wars in Iraq and Afghanistan, which he has done even though some military forces are still on the ground. During the Arab spring, the US with his European allies missed the moment. The US was leading from behind in 2011 in the implementation of a no-fly zone in Libya. The mission was led by France and the UK, under the UN Security Council Resolution 1973 (2011), which facilitated the fall of the Qaddafi regime. Since 2011, and especially after the killing of US ambassador in Benghazi, the Americans have been extremely reluctant in playing an active role on the ground and rather remain in the sky. But ISIS has brought back the US in the region. As demonstrated in recent polls, Americans consider ISIS as the greatest threat to the US.

With the rise of ISIS over the region, President Obama was obliged to send some hundreds of military advisors in Iraq in order assist the Iraqi army and leadership. Since then, the US with France have conducted airstrikes over Iraq in order to limit the rise of ISIS.

Even within the US team, there is a certain division as reported by the New York Times between President Obama and his Secretary of State, John Kerry. “Obama seems to approach Syria with a professor’s detachment”said David Schenker, the director of the Program on Arab Politics at the Washington Institute for Near East Policy, “while Kerry — perhaps because of his high regard for his own diplomatic acuity — sees it as something he can solve.” President Obama deeply distrusts President Putin, while Kerry feels that he can work on a deal with the Russians in order to bring in the long-term Bashar al-Assad down from his leadership position.

But the tension between the US and Russia can be sensed. During his address before the UN General Assembly, Russian President underlined that the US air campaign against ISIS in Iraq and Syria were illegal and a violation of international law. Putin claimed that the US used military force with neither a UN Security Council Resolution nor with the consent of Syrian President Bashar al-Assad. Now it will be interesting to see if the UN Security Council agree on a resolution in order to fight ISIS in Syria.

Europeans, Russians and Americans

The Syrian crisis is, and ought to be perceived by the Europeans, as the top priority. From Europe, the civil war in Syria is causing regional instabilities all around the Mediterranean front, is at the origins of the worst migration crisis since World War two, and is exposing the failures of Europeans address a direct security threat to its continent. The massive number of migrants seeking for refuge in Western Europe is exposing the weaknesses of European cohesion and solidarity, European integration (see the failure of the Schengen agreement and Dublin rules), and is destroying the myth of Europe as a civilian/normative power.

The only power in Western Europe to be military active is France. Under Presidents Sarkozy and Hollande, France has sought to maintain its global and regional influence and interests. France has been flexing its muscles in Central African Republic (CAR), Mali, Iraq, Libya and now Syria. Back in 2013, France was waiting on the Americans in order to start airstrikes against the al-Assad forces after he was proven to have used sarin gas against civilians. If French air power has been used as part of the coalition with the US over Iraq in order to fight ISIS, but it started its bombing campaign over Syria several days ago. However, François Hollande has maintained the fact that a solution in Syria cannot exist with Bashar al-Assad. As demonstrated during the nuclear talks with Iran, French diplomacy has been one of the toughest in order to assure that French and Western interests would be protected and enforced. On the Syrian case, Laurent Fabius is keeping the similar cap.

The United Kingdom has expressed a less clear position. British Prime Minister Cameron said “I know there are people who think Isis is even worse than Assad, so shouldn’t we somehow cut a deal with Assad to team up and tackle Isis.” But the Brits, in order to show support to their American partners, underlined that a long-term solution cannot include Bashar al-Assad remaining in power. The French and Americans have been clear on the fact that any peace deals cannot include Bashar al-Assad.

Prime Minister Matteo Renzi of Italy said that Russia was a central actor in the fight against ISIS in the region. His tone towards Moscow is much softer than his European partners, as Italy and Russia have always had deep relationship, especially in recent times. For instance, Italy has been the least supportive of European sanctions against Russia.

Russia, The Return of the Global Power?

Since the arrival of Putin to power in 2000, his priority has been to make Russia a great power once again. He has demonstrated that Russia not only plays an important role, but can shape global events. If Putin put himself in a corner after the annexation of Crimea and lingering war in Eastern Ukraine, he has brought Russia back at the table of great powers with his actions in the Middle East. If this aspect has been lost in translation as the world is more concerned about the approval of the deal by the US Congress, Russia played an important role on bringing a deal for the Iranian nuclear program. In the case of Syria, most powers have been reluctant to act aside from airstrike bombings over Syria and Iraq. Now Russia is actually forcing the West to act and do something about the vicious war in Syria.

Europeans have been inactive on dealing with Syria and have struggled on welcoming Syrian migrants. Aside from boosting border patrols in the Mediterranean and increasing financial assistances to countries hosting Syrian refugees, Europeans were unable to agree on a clear military operation in order to address the root causes of the migration crisis. The Americans, under Obama, have been much more reluctant to start another military mission in the Middle East. Obama promised in 2008 to quit the greater Middle East, he certainly does not want to leave office in 2016 with another war in Middle East.

With the escalation of its military intervention, Russia is bringing itself outside of the corner and rejoining the table of great powers. This last decade, Putin has demonstrated his ability to promote Russian influence and interests where and when desired. By using realpolitik, Putin has been able to promote Russia’s interests without any moral dilemmas, while the West is trying to act morally (which is highly debatable) and is actually limiting its flexibility and interests. Russia is back and the West needs to work with a complex partner.

Once upon a time, the EU was a Nobel Peace Prize Laureate

Three years ago I wrote a piece beginning by: “It all started in the aftermath of World War II and in the emotional and material rumbles of Europe. The visionary great men of Europe — Jean Monnet, Robert Schuman and Konrad Adenauer —understood that peace in Europe would only be possible through deep economic integration, strengthening an irreversible degree of cooperation between Western European powers.” This was in mid-October of 2012, when the Norwegian Nobel Committee gave the Nobel Peace Prize to the European Union (EU). The rationale behind the prize was that the EU was a process permitting to make war unthinkable and allow for economic growth. This was a proud moment for Europeans, even though most of them did not pay much attention, and for Europeanists.

Radicalization of Domestic Politics

Today it is with real sadness to realize that in less than three years the survival of the EU appears in direct jeopardy and on the brink of implosion. Domestically, nationalism is ramping through either the rise of extreme-right wing parties, like the Front National in France, UKIP in Britain, Golden Dawn in Greece, or more recently through the

reemergence of extreme leftist parties like Podemos in Spain, Syriza in Greece, and the newly elected Jeremy Corbyn in Britain. In addition, the narratives and actions demonstrated by the Obrán government in Hungary talking of a Christian Europe is affecting the overall normative message of EU (read a previous analysis here). These movements demonstrate a radicalization of the political debate directly informed by a highly emotional and confused electorate witnessing a continuous and unstoppable decline of their socio-economic condition.

Directly related to the rise of European nationalism is the financial crisis, which has spilled over to the Eurozone. The euro crisis has left the 17 Eurozone economies, at the exception of Germany, into a state of economic lethargy. In the case of Greece, the country has been on the brink of default for years and its future does not look promising based on the reports produced by the International Monetary Fund, a member of the Troika. In the case of France, still an economic pillar of the Eurozone, the succession from right to left has demonstrated the inabilities of traditional political parties to build confidence, implement meaningful structural reform, and lower inequalities. Part of the problem is the divide between a common currency and national fiscal policies.

Regional Inefficiencies

Regionally, the lingering war in Ukraine is a direct illustration that war on the European continent continues to live on. A last minute cancelation by Ukrainian President Viktor Yanukovych of a bilateral agreement between Ukraine and the EU in November 2013 sent off Ukraine into one of its darkest periods. Two years later, Ukraine lost a piece of its territory, Crimea, which was annexed by Russia in spring 2014 after a quickly organized referendum (read here an analysis on Russian influence over Europe). Since the annexation of Crimea, not only as Ukraine lost the peninsula, which is never mentioned by

the 28 EU Member States, but the war in the Eastern border of Ukraine has severely affected the political, economic and stability of Ukraine. The only instrument implemented by the EU, which has been very successful, is a series of sanctions against Russia. But unity among the 28 on keeping and deepening the sanctions is slowly disappearing in favor of national gains.

The second serious regional crisis is the current migration crisis. After the 2007 Arab Spring, many in the West and the Middle East and North Africa (MENA) were hopeful for a democratic transition of many countries under long-term dictatorships like in Egypt, Syria, Tunisia and Libya. The time of euphoria quickly turned sour for Arabs and Westerners, witnessing either the reemergence of authoritarian regimes (Egypt), their survival (Syria) or simply collapse of the state (Libya). Since then, the EU, which has not done enough with its American counterparts in assisting in the transition of these states, is seeing an unprecedented number of refugees fleeing their homes, which have become war zones like in Syria, Afghanistan, Eritrea, Somalia and so forth. The mass of refugees seeking for asylum in the richest EU countries is not new, but the current mass of refugees is unprecedented and is underlining the weaknesses of the EU (institutional) and dismantling European solidarity.

A Crisis for Ages – The Migration Nightmare

If the Eurozone crisis, or at least a Greek default, were framed as the event that could kill the Euro and ultimately the Union as whole, these were the good old days. The migration crisis is directly threatening the future of the Union. If Germany and Sweden have been the good Samaritans in welcoming refugees (in 2015, it is estimated that Germany could welcome between 800,000 and 1,000,000 asylum seekers), Chancellor Merkel with her Minister of Interior, Thomas de Maizière, have reinstalled border control at the frontier with Austria. This move by Germany has started a snowball effects with other EU Member States implementing similar measures. The closing of borders to control the movement of people is a direct violation of the Treaties. The border-free Schengen agreement is one of the most successful and visible symbols of the European Union. It is too some extent a sacrosanct dimension of the EU.

European Integration in Danger?

The European integration process is a complex story of crises and adequate responses through policy changes and bargaining power. The period of the empty chair, the end of european_crisisthe Cold War and the reunification of Germany, the war in Kosovo, the divide between old and new Europe around the Iraq crisis, the no to the 2007 Constitutional Treaty and the Eurozone crisis have all been serious crises, but yet manageable for the European leaders. It appeared that European actors understood the need to solidify the Union and put aside differences in order to solve a crisis. The migration crisis is showing the worst of Europeans and their leaders, and European solidarity remains to be seen. Jean-Claude Juncker, President of the Commission, called for courage in remaining altogether and implementing meaningful measures like quotas. With a weakening Euro, as the Eurozone crisis has yet to be solved, the Schengen agreement under attack, a possible Brexit in 2016/17, the EU appears to move towards an ‘ever-lesser Europe.’ Yes, once upon a time, the EU was a Nobel Peace Prize laureate.

Dying for the European Union?

Can a national soldier be asked to die for the European Union? In other words, can a Hungarian soldier be sent under an EU flag on the battlefield for another national and/or European cause?

With all the recent talks about the creation of a EU army (read here a recent analysis on Juncker’s proposal), or a European Defense Union, and the perpetual French calls for increasing burden-sharing in defense spending and actions, one variable is missing, would it be acceptable for Member States and European citizens to let their soldiers die for the EU? Can national Member States require their soldiers to fight on the battlefield exposing them to possibility of death for the EU? Would European citizens support such idea? Such questions may appear as a futile intellectual exercise, when in fact it is at the heart of the overall issue of European integration in the realm of security and defense.

Geopolitical Realities

There is no army without a demos, an identity, shared symbols and a common national vision (see the excellent book by Christopher Bickerton on the subject of integration from nation-states to member states). The Europeans and Americans have now since the end of the Cold War tried to create armies in Afghanistan, Iraq, Nigeria, Mali, Niger, in the Balkans, and other countries around the world. This is a complex and lengthy process requiring specific criteria such as a state, a national identity, and a will to defend the values and institutions of such state. The recent examples of the Iraqi and Afghan armies are demonstrating how difficult it is and in some instances unrealistic. In the case of the EU, the talk of a European army goes back to the failed attempt of the European Defense Community (EDC) in 1954 foreseeing the creation of a European army composed of 100,000 soldiers (read here a book review of Debating CSDP). Since then, the topic reappears and disappears as quickly as it emerges. The question of a European army is directly intertwined with the old-federalist vision.

Additionally, the case of the EU is a little different from the other regions of the world. The EU has grown under the protection of the nuclear umbrella of the Americans for the entirety of the Cold War. With the implosion of the Soviet Union, the EU was for over 20 years leaving with no major direct threats to its survival. With today’s reemergence of a more aggressive Russia, NATO has re-become the primary instrument for defense. Ultimately, the core perception of European security and defense incorporates two dimensions: American protection and lengthy regional stability. But with the collapse of world markets and the Arab Spring, the EU is now encircled by serious threats with Russia, the Islamic State (IS), mass-migration and rogue regional countries. The European reactions have been to ignore the realities and instead focus on domestic problems.

In some ways, the Europeans have to re-learn in accepting the threats affecting one’ security requiring the use of force. For decades, Europeans did not have to worry about basic existential survival. Europeans were instead deploying forces based on liberal beliefs. Today, the world and Europe are much different places. Despite the lethality of the regional threats, most European leaders and citizens are unwilling to consider the use of military force. For instance, in dealing with Crimea and Eastern Ukraine, Europeans have never mentioned the deployment of troops on the Eastern European borders and even less the use of military force in stopping Russia. Europeans are not thinking in terms of hard power on their owns, only with NATO.

European Demos, Identity and CSDP

In most EU Member States, the mandatory military draft has been abolished. The military conscription policy in most EU Member States, at the exception of Austria, Denmark, Greece, Estonia and Finland, does not exist or is possible only in case of emergency. Most European armies are in fact composed of professional soldiers.

Additionally, since the financial crisis, EU Member States have seriously cut their military expenditures at the national and european levels. As illustrated below, the military expenditure of the EU in 2012 (with 1.5% of GDP) was one of the smallest in comparison to the other world powers. Taking into account to overall proportion of the percentage in the overall world economy, the 1.5% seems inappropriate. As per, many institutions (World Bank, European Commission) and agency (CIA), the overall GDP of the US ($16.7tn)  and EU ($15.8tn) in 2013 were almost equal, but not their military spending.

Certainly, the US is a unitary state (in terms of national security), while the EU is an international organization composed of 28 Member States. The US has its own yearly federal defense budget, while the EU does not have an united defense budget, but rather 28. But with 28 Member States, it is difficult to claim that solely 1.5% of the EU’s overall GDP is a fair share in military expenditure.

In January 2015, the European Parliament (EP) published a report about European perceptions on a variety of policy areas (access the report here). This report permits to shine a light on the perceptions of EU citizens on policy areas related to the eventual creation of a EU army.

Based on the figure above, the strongest factors in composing the European identity are the values of democracy and freedom and the Euro. Interestingly, the three least recognized elements are in fact the ones that are the most symbolic in the formation and fostering of national unity: the anthem, the flag and the motto. Europeans principally feel united through the common share of beliefs – democracy and freedom – which are strongly ingrained in the membership process, the Copenhagen Criteria, in order to become an EU Member; and the currency, which is visible on daily basis in 19 Member States. However, the symbols remain strongly national. European citizens are in fact keeping their allegiance to their national symbols: flag, anthem and motto.

These symbols are necessary to be Europeanized in order to create a European army. Until European citizens do not envision the European symbols over their nationals, the creation of a European military allegiance won’t be possible.

 The figure above illustrates the policies wherein European citizens feel that the EU should prioritize. In the case of high politics (defense, security and foreign policy), most Europeans disagree with a common policy. For instance, in the development of a ‘security and defense policy […] to face up to international crises’ EU citizens oppose it at 74%. In combating terrorism, once again the EU citizens are opposed at 71%, and in shaping a common foreign policy, 81% of EU citizens are opposing it. With such numbers, several explanations can be drawn: first, they consider high politics a national priority; second, the national governments are fighting in order not to loose the grip over the control of these policy-areas; third, citizens are overall against foreign, security and defense policy, caused by a certain power-aversion.

A United States of Europe?

All EU Member States are neither risk- nor power-averse. For instance, France since the turn of the century has not shied away from its rank of middle-power. In a matter of five years, it has waged war in Libya, Mali, Central African Republic, Iraq, the Sahel region, and almost in Syria. The United Kingdom was a very active international actor and French partner, but has been less interested in military action since the coalition in Libya in 2011. The UK is still dealing with the Iraq syndrome and lengthy Afghan war. Since the opposition of the legislature to go in Syria, the UK has been irrelevant in security and defense affairs at the great concern of its American partner. Other Member States have been more vocal. With the Arab Spring, the Russian incursions in Georgia (2008), Crimea, and now Eastern Ukraine, the rise of the Islamic State (IS), the Europeans may be united in rhetorics, but are neither willing to deploy forces nor empower the EU in doing more.

Ultimately, the creation of a true European army would require two things: first, theChurchil creation of a clear European demos; second, a federal entity where most European interests are common. The creation of a United States of Europe will be necessary. In the US, the Congress or the President, under special circumstances, can declare war to other states. The different military branches – Army, Navy, Air Force – are all regulated under the Department of Defense (DoD) and can be deployed at anytime even if a Governor of a state is opposed to it. The Federal government is in charged of world military operation. In the case of the EU, there is no such thing as a European DoD. The European External Action Service (EEAS) is a ‘service’ in charged of shaping a common European Foreign policy with the consent of the Member States. Only the Member States can decide on using military force. A European army will remain a topic of discussion, nothing more.

Does the World Hate Russia?

A large segment of the academic literature reflects on the power of attraction, known as well as soft power, of the European Union and the United States. But what about Russia? and Putin? What are the global perceptions of Putin’s Russia since the turn of the century? In a recent survey produced by the Pew Research Center, most of the world – aside from China, India, Ghana and Vietnam – has a largely unfavorable opinions of Russia and Putin (see below).

The concept of soft power is a very theoretical concept famously developed by Joseph Nye in his book ‘Soft Power: The Mean to Succeed in World Politics’ (1998). His argument is directly connected with the earlier work produced by Antonio Gramsci. But Nye was able to take the core of Gramsci’s argument and bring it at the global level in order to talk about foreign policy. Gramsci was mostly concerned about domestic Italian politics and non-change in the 30s. When talking about opinions and perceptions, the concept of soft power is certainly directly connected as it does influence state’s foreign policy. But let’s take a look at the way the transatlantic community see and perceive Russia and Putin.

Transatlantic Perceptions of Russia and Putin

The US-Russian perceptions are very much aligned with change of leadership in the US (from Bush to Obama), policy change (failed 2009 reset policy and the pivot), and the regional crises (Ukraine, Syria) and domestic narratives controlled by Putin. The graph below claims that the opinions have worsened on both sides of the Altantic. The last two years of the Bush administration were a period little more stable between the two superpowers despite the 2008 Russian invasion of Georgia. With the election of President Obama and his tentative to soften and deepen the relationship with Russia, the opinions of one another become more favorable in Russia (+13 point of %) than in the US (+6 point of %) though. From 2010 to the invasion of Crimea, the options were pretty stable. The lowest point was in 2014 with the annexation of Crimea and the beginning of the war in Eastern Ukraine.

Considering the European views and opinions of Russia, the Pew did not produce a graph, but included a set of numbers at the end of the survey. The transatlantic opinion is very homogenous since 2007 (since chart below). Not surprisingly France and the United Kingdom have had the most favorable opinion of Russia, and Poland the lowest in recent years. The US is in the mix of the transatlantic opinion. However, it would have been interesting to see how the Baltic and Nordic EU Member States (Finland, Sweden, Lithuania, Latvia, Estonia, Denmark) and Eastern EU Member States (Hungary, Romania, Bulgaria, Czech Republic, Austria) perceive Russia over the years. The survey failed in providing the data for these states.

Vladimir Putin, Global Villain?

A big part of the negative views of Russia in the US and Western Europe is directly connected to the person of Vladimir Putin. The press, academia, and think tank communities (here are some excellent works and examples such as book by Fiona Hill, and a book review of Karen Dawisha’s manuscript) have created some type of admiration/incomprehension around the person of Vladimir Putin. There is a certain fascination about Putin in the US and Western Europe as Vladimir Putin has been framed as either an irrational actor, or a master of realpolitik (read here and here previous analyses). In any case, the US and Americans have never had the highest degree of confidence in Putin.

Even though the impacts of Russian influences on the 2004 Orange Revolution in Ukraine and 2008 war in Georgia were not major, as demonstrated by the data below, in affecting the confidence in Putin, the turning point was the incursion in Crimea and ultimately its annexation. Then with the lingering war in Eastern Ukraine, and even the ‘accidental’ targeting of the civilian Malaysian flight last summer, they have contributed in lowering the confidence and trust in Vladimir Putin. In some ways, the low degree confidence has been materialized in the isolation of Vladimir Putin, whom has been absent (or more accurately kick out of the G-8) of the recent G-7 meeting. In addition, Putin has not demonstrated being serious in trying to solve the Ukrainian crisis, as he was never committed to make the Minsk Protocol II work.

All these graphs and data provided by the Pew highlight one common trend, most of the world share a common negative perceptions of Russia and his president. In the 21st century, it is quite rare to find such unanimous position on an issue. More seriously these data demonstrate that Putin’s Russia is not concerned about global perceptions. Putin has a vision for Russia and has demonstrated that he can not only remain in power (which he has done since 2000), control the domestic narrative (through playing the nationalist card and  limiting the freedom of press and civil society), and advance Russian interests where and when required.

European and American sanctions are certainly hurting the Russian economy, already weakened by the historically low prices of hydrocarbons, but Putin has been tactical in choosing which issues are important to fight for. For instance Ukraine is, but Iran was not so much as Putin, with his Chinese counterpart, agreed on the Vienna agreement in July. Putin will continue to fascinate and certainly won’t stop in leading Russia where he desires, with or without the approval of global opinions.

British Elections, or the Illustration of a National Malaise

Is the United Kingdom, especially Britain, sick? For years, the media has called France the sick man of Europe, it appears that Britain has caught a similar cold. If France is facing dire economic conditions and is unable to implement real reforms launching the economic engine once and for all, Britain has for its part disappeared from the European and international stage. Britain is on election mode and these elections are serious for the future of Britain and its future within the European Union. Because Britain has fallen from the table of relevance, the general European public is unaware of them. May 7th will be a big day for Britain, the United Kingdom, and the European Union.

The election is being disputed between seven candidates. The two main candidates belong to the two big parties: conservative led by Prime Minister David Cameron; and the Labor led by Ed Miliband. The others are from smaller parties, which have nevertheless shaped the debate, like the Scottish and Welsh nationalists, the Democratic Unionists in Northern Ireland, the Greens, and UK Independence Party (UKIP). These smaller parties may not produce the next Prime Minister, but “could hold the balance of power in the next Parliament, making government policy subject to negotiation.” The expectation is to see either Miliband or Cameron winning the popular vote. So far, the campaign has revolved around the following three issues: the economy, health care, and immigration.

Risk-Aversion or Pessimistic Isolationism?

Since the election of Prime Minister David Cameron in 2010 Britain has lost some of its grandeur and relevance. Just on foreign and defense policy, Britain has disappeared from

the international arena. From a mid-size power to a small power, Britain lost its appetite for international relevance and action. The turning point was the no vote by the Parliament for a military intervention in Syria against President Bashar al-Assad in August 2013. Since then, Prime Minister Cameron has just looked inward and tried to clean up the house letting foreign affairs aside. Ed Miliband, Labor Party Leader, has described Cameron’s foreign policy of “pessimistic isolationism,” and for electoral purposes argued that Cameron has “weakened Britain.”

In terms of foreign policy, Britain has been a no-show on really important issues like Ukraine (France and Germany signed the Minsk agreement with Russia), on sanctions against Russia, on Libya, on the migration crisis, on Africa, on fighting ISIS in Syria and Libya and so forth. Britain is only assisting the US on bombing ISIS in Iraq. In Africa, Britain is barely assisting the French in the mission in Mali and has expressed very limited interests in fighting Boko Haram. The absence of Britain and Cameron on dealing with Putin and Russia over the question of Crimea and Eastern Ukraine has been damaging to the credibility of the country and the EU on trying to solve serious regional crises.

One reason for such risk-aversion by Britain is the Iraq and Afghan campaigns. The costs on going to war in Iraq with the Americans in 2003 are still being felt. Then the mission in Afghanistan lasted over a decade and Britain does not want anymore to get drag down in another foreign campaign with no success at the end, which Syria and Libya could very much be. In Iraq and Afghanistan, Britain has not been able to justify the size and length of both missions and the population has grown opposed to another foreign intervention.

Letting your Allies down

The US is now extremely worried about the future of the ‘special relationship.’ Britain may tend to believe that the ‘special relationship’ is set in stone, but like any relationship, without discussion and connection they tend to dry out and die. Britain cannot expect the US to be its closest ally when Britain does not reciprocate. Maybe the British leadershiparticle-0-0C42551000000578-462_634x393 believes that all GOP candidates ought to pass by London in order to be presidential, but so far none of them has been successful at it – recall McCain and Romney – and a talk in London by a non-elected and/or elected official in his personal capacity does not make up for the core of the ‘special relationship.’ Additionally, the US saw the move by the Foreign Office to decide to make Britain a founding member of Beijing’s new Asian Infrastructure Investment Bank, a competitor of the World Bank, as some sort of backstabbing. France, Italy, and Germany have followed the UK on this policy-choice.

For France and Europe, an inward looking Britain is a real concern as well. France and Britain have certainly a long past fighting one another, but there is one core dimension wherein Paris and London see eye to eye: defense and foreign policies. European defense was created, functioned and has deepened thanks to the Franco-British couple. The Common Security and Defense Policy (CSDP) was established ensuing the 1998 bilateral Saint-Malo meeting. Since the disappearance of Britain on common defense questions, France has become anxious. For instance, top French expert, Camille Grand of the Fondation pour la Recherche Stratégique argued in the New York Times that “We in Paris understand that Germany is a complicated partner on defense, but the assumption is that Britain is a like-minded country ready to intervene, would spend enough on defense and remain a nuclear weapons state. All this is being challenged, and it makes Paris feel lonely.” Despite some historical and cultural divergences, Paris and London have always shared a common acute sense of foreign affairs and valued their cooperation in foreign, security and defense policies.

So Long Britain?

Britain is an interesting European case for two reasons: first, the raison d’être of its political class has become so anti-European that it goes against its national interest; second, there is no long-term vision for Britain in interacting with Europe and the world.

Britain must for once and for all accept its role and place within the European Union. If it wants to leave, the referendum ought to be implemented and the country will adjust accordingly towards a Brexit or not (see the short video above). But having Britain being so anti-European and

blocking any initiatives (against the CAP, against a large common budget, against police and judiciary cooperation, against the Schengen agreement, and so on) in Brussels is counter-productive for Britain, the EU, and the 28 EU Member States. For instance, having London fighting for the increase of the budget of Operation Triton is counterproductive. The perpetual fear of lost of sovereignty and stripping away British independence cannot last any longer. A balance ought to be found between anti-EU and constructive bargaining.

Second, the British political class, as its French counterpart, is composed of visionless politicians. There is no long-term vision for their respective countries with serious political, economic, social and financial agendas. There are only bureaucrats seeking for perpetual reelection at great cost for the country. Hopefully, the May 7th elections will allow British citizens and politicians to reflect on the role of Britain in Europe and the world. This is only wishful thinking, as in reality the general election appears to be another wasted opportunity for a clear national reflection on Britain’s future.

Mr. Renzi Goes to Washington

A year ago, President Obama and Matteo Renzi were meeting in Rome. On Friday, April 17, Matteo Renzi, Italian Prime Minister, was in Washington D.C. meeting President Obama in his first trip to the United States as the head of the Italian government. In the statement delivered by the White House’s Press Secretary on March 17 announcing the visit a series of issues were highlighted such as “support for Ukraine and continued U.S.-EU unity on pressuring Russian-backed separatists in eastern Ukraine to adhere to the Minsk agreements; the situation in Libya; and the need for the international community to continue efforts to counter ISIL and other extremists throughout the Middle East.” Even though the issues on the table are the same ones discussed last year in Rome, Matteo Renzi came to D.C. with a very different aura considering the results already obtained thanks to his policies.

Matteo Renzi – Changing Italy’s Future

Matteo Renzi came to D.C. at the right time considering the solidification of his power at home and in Europe. Renzi has worked on rebuilding domestic trust and in reestablishing Italy as a core and central country of the European Union. The years under Silvio Berlusconi contributed to the decline of Italy from what used to be an axiomatic EU Member State. So far it seems that Matteo Renzi is succeeding on both fronts. Domestically, he has established himself as the man of the situation by ending years of political instabilities. Politically, Forza Italia, right wing political party, has been kept under control after the disastrous years under Silvio Berlusconi. Economically and fiscally, yes the Italian overall debt remains massive representing 126% of the GDP. But on the bright side, the Organisation for Economic Cooperation and Development (OECD) project that the Italian economic outlook should be promising for 2015 with an expected growth of 0.6%. Even though the growth seems at homeopathic dosage, it would be the first time since mid-2011 that Italy would see some types of economic growth. Italy has been in recession for over three years now. All the cuts possible won’t be enough in order to lower the overall debt without growth; Italy must re-familiarized itself with economic growth.

At the European level, Italy is becoming relevant and an active member once again. The federicamogherinimatteorenzigovernmentyf0fx-kziyglmost obvious example was the appointment of Federica Mogherini at the helm of European foreign affairs. In less than a year, she has already demonstrated her commitment to her mission and has represented the EU where needed. Her short tenure at the EEAS has offered the EU and its Member States a new dynamism and presence on the regional and international platforms (read here a previous analysis on Mogherini’s 100 days). However, Matteo Renzi seems to be too close, for many Europeans and Americans, to Russia. The relationship between Italy and Russia is certainly long, but for many it seems that Renzi needs to be stronger in his opposition to Putin’s actions in Europe.

For both reasons, Mr. Renzi went to Washington with a certain aura and credibility. The economic engine is on and Italy matters once again in Europe.

Solving Libya and Ukraine

Ahead of this high level meeting at the White House, two issues are extremely important for the transatlantic community: Libya and Ukraine. From Rome, the crises in Libya and Ukraine are affecting directly the national security of Italy as well as the EU as a whole, while from Washington, President Obama would rather lead from behind with the help of core Atlantic partners, Italy for instance, than having to be directly involved on the ground. For one it is about security and survival, for the other it is about influence.

The crisis in Libya is serious for two reasons. Since the fall of the Qaddafi regime in 2011, led by an euro-atlantic coalition, the country has spiraled into a civil war. The civil war has created a power vacuum in the middle of North Africa offering the exit point for many Northern and Central Africans leaving their home countries because of political violence, war, dire economic conditions, terrorism with the hope to reach the European continent for a better life. The point of exit of Africa is Libya. Libya has become the transit country for most of illegal migration. In addition to unchecked migration, the civil war and lack of government have offered a new ground to the Islamic State of Iraq and Levant (ISIL). ISIL has emerged in the country directly threatening neighboring countries, which includes Europe.

in facing Russia. Crimea seems to belong to Russia and Ukraine should accept it, now the fights in Eastern Ukraine need to be solved. The Minsk agreement of February 2015 for a cease-fire was not enough, and the Euro-Atlantic community needs to be on the same page when addressing Russia. The economic sanctions implemented last summer by the EU are due to expire in late July 2015. So far there is no unity in the EU to extend them. A year ago, Italy was called on for trying to block the implementation of the economic sanctions against Russia. One reason is that Italy is the second largest trading partner with Russia after Germany. Russia has been strongly lobbying Italy in softening the sanctions against them. President Obama may want to avoid a situation wherein Italy limits the reach of the sanctions against Moscow.

In a matter of a year, Matteo Renzi seems to have delivered on many of his domestic promises and came with a certain aura to Washington. Matteo Renzi was hoping for some financial assistance in dealing with Libya (why not a NATO mission?) and in toughening his voice against Russia. Additionally, President Obama might have asked for some Italian support in order to try to finalize the massive T-TIP, which is lingering and creating strong discords in Europe. For what has been a very opaque meeting, due to the superficiality of Obama and Renzi’s comments (read here the joint press conference), Obama and Renzi wanted to solidify the ties and bring Italy back on the center stage.

Putin, Master of Europe?

Is Russia winning its war against Europe? It surely looks like it. Since 2008, Putin’s Russia has been over active in dividing and conquering the members of the European Union and the Euro-Atlantic community (the North Atlantic Treaty Organization). Vladimir Putin, President of Russia, has been successful by implementing a strategy on two fronts: regional/international and domestic. Despite his track record of not bidding himself to any agreement, Putin has transformed Russia into the ‘indispensable nation’ in Europe.

Geopolitics – Maintaining Regional/International Chaos

Putin understands one thing: safeguarding Russia’s neighborhood and empowering its sphere of influence at any cost. In order to fulfill both goals, Putin has been using military force in order to limit the horizontal expansion of NATO and the EU. On the European continent, Russia is the only state willing to use military force to advance its interest. It has done so in Georgia in 2008 and in Ukraine since 2013 (this does not include the lengthy war in Chechnya). In 2008, Putin saw the need to attack Georgia as the Bush administration was foreseeing the incorporation of Georgia within NATO. By attacking Georgia, Putin forced Euro-Atlantic leaders to rethink about the consequence and strategic soundness of including a small state like Georgia within the Alliance. The Article 5 was a powerful deterrent during the Cold War, but could be in the current multipolar order a threat to the security of the Euro-Atlantic community.

In 2013, Ukraine was on its way to sign a trade agreement with the EU. Putin saw it as a threat and pushed its influence over the corrupted and pro-Russian leadership, Viktor Yanukovych. Ukrainian President abruptly ended the talks causing pro-Western manifestations in Kiev. In a matter of months, Yanukovych had fled Ukraine, Russia had annexed Crimea and continues supporting pro-Russian militiamen in Eastern Ukraine. Eastern Ukraine permitted the 28 EU leaders to implement sanctions against Russian individuals and corporations.

Putin was again the heart of the February negotiations with Angela Merkel of Germany and François Hollande of France in order to agree on the baseline for a ceasefire in Eastern Ukraine. The Minsk provisions have not lived to the promises hoped by Europeans.

Aside from the use of military power, Putin has been working on the creation of a Eurasian Union. This Union initiated by Vladimir Putin is a way to balance out the European Union and the North Atlantic Treaty Organization. The Eurasian Union has allowed Putin to attract regional countries from the EU to his Union. As per Nico Popescu of the EU-ISS, it exists two Eurasian Union: one real, an economic union; and, one imagined with geopolitical aspirations. The first one, the Eurasian Economic Union, is led by the Eurasian Economic Commission, which has a staff of 1,000 employees, which was established by the Eurasian Union treaty in May 2014. While the second union, with geopolitical role, is the center point of Putin’s third term seeking to become an organization, like the EU, NAFTA among other, and reintegrating former states of the Soviet Union under one entity.

The Eurasian Economic Union (EEU) is currently under construction. The Treaty came into force on January 1st, 2015 with three core members, Belarus, Kazakhstan and Russia, and Armenia (entering on January 2nd) and Kyrgyzstan joining in May 2015. As presented by Ian Bremmer of the Eurasia Group the EEU in perspective is quite considerable: “The size of the EEU is not the primary cause for concern; rather, it’s what it reveals about Vladimir Putin and his commitment to maintaining regional dominance. It’s why he will go to such extremes to keep Ukraine from joining Western institutions like the EU or NATO. He’s not willing to cede this sphere of influence, and Ukraine is the crown jewel; there is no viable, robust Eurasian Union without Ukraine.”

Vladimir Putin has masterfully locked in the control of geopolitics in Europe, the Caucasus and Central Asia. Additionally, Putin has increased his influence in the conflicts in the Middle East. Bashar al-Assad, President of Syria, owes his power to Putin as he reached at the last minute to his American counterpart, President Obama, in order to agree on an international deal to destroy Syrian chemical weapons.

Playing with European Domestic Malaise

Within the European Union, Russia has been highly successful in creating disunity among the 28 Member States. Putin has used two aspects to Russia’s advantages: Europe’s energy dependence and the sluggish European economic context.

On the question of energy, the EU-28 are highly dependent on Russian hydrocarbons (gas and oil). Germany, France, Italy, Greece and Eastern EU Member States need a constant influx of Russian energy in order to maintain their economic and industrial engines going. Europeans have dealt, poorly, with the security of supply of energy as illustrated below.

The graph above demonstrates the high degree of dependence on Russian hydrocarbons. The trend has certainly be declining, but the overall average remains too high in order to guarantee a security of supply. In recent years, the Europeans have been working on lowering their dependency on Russia through renewable energy and, for a long time, on nuclear energy.

Renewable energy – composed of biomass, hydropower, wind, solar and geothermal energies – are increasing and offering an alternative to Europeans. However, renewables cannot be the only source of energy as they need to be backed up by either hydrocarbons or nuclear power. If Europeans are working on moving towards greener economies, they still require hydrocarbons. Germany has been the prime example with the Nord Stream pipeline bringing Russian hydrocarbons directly at home without depending on transit countries. With the crash of oil prices, hydrocarbons remain an important share of European consumptions.

The second door for Russian intrusion and/or attraction is money. Despite a dire domestic economic and financial situation, Vladimir Putin has been able to attract the most desperate EU Member States such as Italy and Greece as well as building strong ties with some national political parties. Since its financial collapse, Greece has proven to be the weakest EU and Eurozone member. Greece’s default was avoided by a series of multilateral bailouts by the troika – ECB, European Commission and IMF -, keeping the country within the Eurozone. However, these bailouts have come at great costs requiring  large spending cuts in social and welfare programs. Unemployment levels are through the roof, young Greeks are fleeing to Germany to get a higher education, and dying in Greece

is once again a reality (read here a previous analysis).

In addition of this dire domestic context and the succession of powerless former government, Syriza, the extreme-left party led by Alexis Tsipras, was elected in January 2015 (read here a previous analysis on Syriza). Tsipras’ platform was based on renegotiations of the terms of the bailouts and rebuilding Greek national psych. From electoral promises to governing realities, Tspiras was unable to do so and is now seeking for outside funding in order to “come up with money to pay off maturing debts, revive its devastated economy and renegotiate its loan agreements with other countries in the eurozone.” Prime Minister Tsipras was in Moscow last week. Both countries are claiming that Tsipras did not ask for money. Considering Putin’s behavior and Tsipras’ desperation, it is difficult to believe that Tsipras and Putin only talked of the new gas pipeline through Greece and discounts on gas prices. Additionally, Tsipras has been advocating for a removal of the European sanctions against Russia. Such comment is a departure from European unity in order to maintain economic sanctions on Russia.

From state to party-sponsoring, Putin has found a way to change the perceptions within Europe about Russia. In France, recent allegations and press coverage have demonstrated that a Russian bank has been financing the extreme right wing political party, the Front National. Reports show that the Russian bank, First Czech Russian Bank (FCRB), had lent EURO9 million to the party. The party claims that no French banks were willing to lend them money, forcing them to find foreign funding. However, the Front National has been very vocal in defending Vladimir Putin’s domestic and foreign policies and portrayed him as a great leader. The French government is reflecting on launching an investigation to look into the campaign financing of the FN.

The relationship between Putin and the European far-rights has grown thanks to the dire socio-economic context and the rise of euroskepticism all around Europe. “The far right is attracted by Putin’s Russia,” argued Pierre Lellouche, a member of a mainstream conservative party, the Union for a Popular Movement, “because it embodies the traditional social values they feel Europe has abandoned.”

Divide and Conquer

Putin is the key to regional stability and instability. Since his arrival to power in 2000, Vladimir Putin has worked on rebuilding the grandeur of Russia and perceives the collapse of the Soviet Union as the greatest catastrophe of the 20th century. Vladimir Putin is using all aspects of Russian power to increase Russia’s regional and international influence. He has been very successful at it. Bashar al-Assad of Syria is still in power of a destroyed country, Crimea is now part of Russia, Eastern Ukraine seems englobed in a long and nasty war and could end up as the next piece of Russia, and Russia is regularly interfering with national sovereignty of EU and NATO members.

In response, the members of the Euro-Atlantic community have only condemned Russia’s actions, agreed on mild sanctions and are hoping to stop conflicts and tensions through diplomatic agreements. Are Putin’ strategies sustainable? and, what are the endgame? Putin certainly emerges as being very successful in creating discord, affecting the unity of EU Member States, and underscoring the power-aversion of the EU and to some degree the US. Putin has made Russia the indispensable European state.

A European Army – Re-Visiting an Old Federalist Dream?

The call for a European Army is back on the European table. In an interview with German newspaper Die Welt over the weekend, Jean-Claude Juncker, President of the European Commission, discussed on a wide array of topics from the Eurocrisis, to Grexit, to the Monetary Union, and called for the creation of a European army. The discussions around the topic of a European army have been cyclical inside European political circles for decades. With the European Council Summit on Defense of June approaching, President Juncker may want to prepare the ground before hand for a productive meeting.

Juncker’s Proposal for a European Army

The lingering crisis in Ukraine is reminding the Europeans how dependent they are on NATO and the US for the enforcement of regional security and how irrelevant/inefficient are the EU and its Member States in shaping desired outcomes in high politics. Despite the attempts by Berlin and Paris to solve the Ukrainian crisis diplomatically, Moscow has not budged and is continuing its territorial expansion in Eastern Ukraine. In some ways, Ukraine is another Kosovo for the Europeans, as in both cases the EU cannot respond independently with force and end the crisis. Such statement is certainly confirmed by Juncker’s comments when arguing that “With its own Army, Europe could react credibly to a threat

to peace in a Member State or in a neighboring country of the European Union.”

Die Welt continued its interview by asking Mr. Juncker if he thinks that Russia would have thought twice before annexing Crimea if the EU had had a European army. Juncker responded by arguing that military response should not be the initial strategy and only complement diplomacy and politics. However, Juncker went on claiming that “a joint army of Europeans would give the clear impression [to Russia] that we are serious about defending the European values.” Juncker denied the fact that a European army would compete with NATO. As per Juncker, the European army would permit to demonstrate the seriousness of the EU in foreign policy; and contribute to the deepening process of the Common Security and Defense Policy (CSDP).

On Monday, March 9th, the Commission tried to narrow and justify some of the comments made by President Juncker. Chief Commission Spokesman, Margaritas Schinas, underlined that the pooling and sharing (P&S) in defense capabilities make financial sense for the EU-28 (watch his response here). Mr. Schinas called for going beyond the interview and work on the substance of the question of a European army.

Such comment is not surprising coming from Mr. Juncker, as even before becoming President of the Commission, Mr. Juncker was in favor of the creation of a European army. As a Prime-Minister of Luxembourg, a small EU Member State in terms of military power, Mr. Juncker has long been in favor of a common EU force. During his candidacy to the presidency of the Commission, Mr. Juncker reiterated the call for a European army.

The Cyclical Desire for a European Army

The question of European defense is directly intertwined with the story of European integration. As developed in his latest analysis on the Juncker’s proposal, Jan Techau of the Carnegie Endowment wrote that:

The oldest item on the European list of utopian integration topics is a federal superstate. The second oldest is the creation of an EU army. Despite the obvious hopelessness of getting such a thing started and of making it work, this latter idea has been remarkably resilient.

The fight between the Gaullist vision – independent EU army – and the Altanticist – Europe9781472409959.PPC_PPC Template under the US nuclear umbrella – has remained ever since. But one should distinguish six important periods in explaining the tentatives of development/integration in high politics at the EU level (for an in-depth look at the question of the European Defense, refer to the following book Debating European Security and Defense Policy. Understanding the Complexity):

  • 1954 – European Defense Cooperation (EDC) was initiated by the French and killed by the French. The EDC was supposed to create a standing European army.
  • Cold War – Europe under the NATO umbrella. For over 30 years the baseline of European security and defense was enforced by the transatlantic alliance, the North Atlantic Treaty Organization (NATO). The US provided the bulk of the military protection with its military bases around Europe. NATO offered a security blanket to the European Communities, allowing its Member States to focus on economic integration.
  • 1992 – The Treaty of Maastricht and the CFSP. With the fall of the Berlin Wall in November 1989, the collapse of the Soviet Union and the reunification of Germany, powerful EC Member States, France and the UK, felt that deepening the integration process with a new treaty would permit to absorb a reunified Germany. The 1992 Treaty of Maastricht created the European Union and its pillar system. The new institutional design based on a three-pillar structure established the Common Foreign and Security Policy (CFSP) permitting the creation of a common EU foreign policy.
  • 1998 – The Declaration of Saint Malo. Over a two-day bilateral meeting in the French town of Saint Malo, French President Chirac and British Prime Minister Blair agreed on bilateral basis to create a common European defense system permitting the EU to respond to regional crisis threatening the security of the Union and the continent. The Saint Malo Declaration was a response to European inabilities in acting and responding to the war in the Balkans and the 1998 war in Kosovo. Both regional crises highlighted the lack of hard power and unity from the Europeans and their dependence on NATO.
  • 1999-2007 – From summits to deployments. From 1999 to 2007, under the leadership of the first High Representative Javier Solana, the EU institutionalized the European Security and Defense Policy (ESDP) permitting the Union to deploy national forces under the EU flag for civilian and military missions. Many ESDP missions were deployed in Africa, Europe, and Asia (see the map below).

  • 2007 to today – Financial crisis and CSDP. Since the 2007 collapse of the financial markets, the global balance of power has been shifting. The US and European economies were on the brink of collapse, and in the specialized literature, the declinist argument, looking at the end of the liberal world order, has illustrated the decline of American hegemony and the rise of new powers. In parallel, a series of crises surrounding Europe initiated by the Arab Spring have caused grave concerns in European capitals and Washington. Europe has been circled by a ‘ring of fire’ from all sides, Ukraine, Syria, Libya, MENA and Central Africa. Inside this ‘ring of fire’ many threats have directly challenged Europeans such as terrorism, mass-migration, war, trafficking, and failed-states. In this environment, the EU has tried to increase its defense harmonization through the Pooling & Sharing (P&S) in order to avoid duplication at the European level as well as responding to the declining of share of national GDP committed to military expenditures. Because of lack of national commitment, the P&S and CSDP have not received the attention required. In such environment, the argument of a European Defense Union (EDU), as raised by Solana and Blockmans, should permit greater strategic, institutional, capabilities, and resources cooperation between the EU-28.

A Hopeless Call?

The call for an EU army is only part of the revival of an old federalist dream. The gap between Juncker’s proposal and the European realities is extremely wide. For instance, the United Kingdom under Prime Minister Cameron has fought all European initiatives towards the furthering of European integration. During the selection and appointment process of Mr. Juncker, the UK opposed his nomination fearing that he would continuously call for deeper integration as he had done in the past. With Juncker at the helm of the Commission for a little less than a year, he has certainly launched a series of initiatives inCAMERON-UK-EU order to re-boost the EU. From the Juncker Plan to launch the European economies (read two previous analyses here and here), to the EU Energy Union to now the call for a EU army, Juncker’ strategy is to demonstrate that ‘more Europe’ is necessary in order to solving Europe’s problems.

Even though the United Kingdom was a pioneer with France in December 1998 when agreeing to the creation of the ESDP, the UK has since changed its position on greater defense integration. Ensuing the Juncker interview, London’s reaction was “Our position is crystal clear that defense is a national, not an EU responsibility and that there is no prospect of that position changing and no prospect of a European army.” The reactions by British politicians have been along the same line, a clear opposition to the Juncker’s proposal of a European army. That does not mean that the UK is opposed to a more integrated CSDP, but the country is in election-mode and being pro-European seems to be a no-go in this election.

If the UK finds Juncker’s call outraging, Germany welcomed it. For instance, German Defence Minister Ursula von der Leyen told German radio that “Our [German] future as Europeans will at some point be with a European army.” France has not been very vocal on Juncker’s comments. So far, France has been very active in his perceived sphere of influence and has been deploying his national troops in Libya, Mali, CAR and throughout the Sahel region at the expense of the CSDP.

The question of a EU army is always of actuality and will remain in the federalist arsenal. President Juncker is correct in his analysis of the state of the world in 2015 and the challenges/threats facing the Union and its 28 Member States. In this ever-changing world and increasing degree of

complexity of the challenges, the EU-28 ought to understand that increasing the Pooling & Sharing falls under an improvement of their national security and interest. The regional instabilities equally threaten all EU Member States from Sofia to London, Rome to Copenhagen, Warsaw to Paris. An EU army may not be the appropriate option, but a common strategic thinking and common foreign policy and military vision ought to be addressed and adopted.
